Tenders are invited for Consultant Services for Social Protection (focus on Indonesian household surveys) OBJECTIVE :- The objective of this Term of Reference (ToR) is to hire a high-level consultant in the Individual Consultant (IC) modality for 3 months to work on the final phase (phase 4) of the project. Phase four is where the effects of social protection upon growthenhancing or growth retarding individual and household behaviours will be estimated using microdata from household surveys. SCOPE OF WORK :- Under the substantive guidance and the oversight by IPC-IG Research Coordinators and following the UNDP Brazil Country Offices policies and guidelines, the IC is expected to use Indonesian household surveys to investigate the relation between social protection programs and individual and household behaviours that are related to macroeconomic growth. These behaviours should include those related to: (i) aggregate demand (household consumption); (ii) physical capital accumulation (household savings); (iii) human capital (schooling, child labour, early pregnancy, and health); (iv) labour supply (labour supply, total fertility, and migration); and (v) innovation (opening a firm, investing in a firm). This is a nontrivial undertaking plagued by various difficulties. The first obvious one is that much that determines growth does not occur, and cannot be measured, at the household and individual level. There are fundamental growth enhancing or growth reducing behaviours that happen in firms, in governments or in markets at large and not in households. Given the household approach taken here, the solution is to ignore this type of difficulty and concentrate on behaviours that can be measured at the individual or household level. The second is that these estimations will be plagued by endogeneity. It is accounting for this and if possible correcting for it that is the objective of most of the discussion developed below.
