Improvement Agency for Lifelong Learning (QIA) invites interested
organisations to tender for inclusion in our register of programme
suppliers to develop, model, trial, pilot or deliver new projects.
QIA came into operation on 1.4.2006. Our mission is to facilitate and
champion excellence and innovation in the learning and skills sector. Our
role is to enable self improvement through a range of quality assured
products, services or interventions which are delivered by third-party
organisations commissioned as programme suppliers.
QIA commissions projects in a range of areas related to learning and
skills and quality improvement in the sector. We are seeking organisations
with thorough experience and understanding of:
— the learning and skills sector within England,
— parallel market sectors (either within education or beyond) where the
knowledge and skills gained could be considered to be both relevant and
transferable.
Successful applicants will be awarded a framework contract. QIA will offer
work to registered organisations on a project by project basis with a
possible range from 1 500 000 GBP to 5 000 000 GBP. The outcomes of such
programmes will be made available to the whole of the learning and skills
sector through our portal, the Excellence Gateway.

programmes, involving consultancy, training delivery/materials, networks

3. To demonstrate experience of the ‘lead bidder’ role within a
consortium. To provide evidence of successful management of partner
organisations and sub-contractors. Weighting: 5.
4. To provide evidence of marketing expertise - both strategy and
implementation – in support of national programmes. This could include;
identifying target audiences, advertising and PR, online promotion,
exhibitions and/ or events. Weighting: 5.
5. To demonstrate a successful track record in the recruiting, training
and deploying of individuals to deliver frontline support services to
Providers (or similar). Weighting: 5.
6. To demonstrate experience of taking a sub-national pilot programmes
through to full national delivery. This could embrace policy deployment,
new delivery techniques, new training resources &/or multi media products.

7. To demonstrate experience of programme evaluation on a national scale,
resulting in the comprehensive understanding of impact upon providers &/or
learners. Weighting: 5.
8. To demonstrate a project management discipline(s) that includes a
successful approach to risk management. To include the theory and practice
of risk mitigation. Weighting: 5.
9. To demonstrate specific, in-depth understanding and experience of
one-or-more of the sector’s programme main policy areas e.g. skills for
life, train to gain, offender learning, e-learning, vocational learning,
14-19 curriculum, the national teaching and learning change programme,
