There is a requirement to conduct a study to investigate the optimum
arrangements for the provision of banking services in a multinational
environment.
Background
OCCAR is an International Organisation acting on behalf of its 6 member
nations to facilitate and manage collaborative European procurement of
equipment through life. The organization was formed in 1997 and in terms
of its turnover has grown rapidly over the years. The estimated turnover
in 2008 is approximately EUR 4 000 000 000. OCCAR and its Programmes are
located across Europe with sites in Germany, France and Italy. Currently,
banking services are provided through a contractual arrangement with a
local bank. The rules of OCCAR have determined that after a certain period
the service has to be re-competed.
Requirement
In order to prepare for a full competition for the provision of banking
services there is a requirement to do some base lining of the current
arrangements and to prepare a statement of requirement for the future
services. To achieve this there is a need to conduct a study. The study
should determine, in broad terms, the following:
- Provide advice on best practice taking account of the international
nature of our business.
- Recommend the range of banking services to be considered and the most
appropriate means of providing those services (incl. Payroll, bill
payment, short term/long term credit arrangements, maintenance of bank
accounts etc.).
- Make an assessment of value for money based on the current contract and
average balances and develop a means of measuring future value.
- Provide a plan for conducting a competition taking account of the
complex nature of the business and the recommending an optimum solution.
- Help structure the statement of requirement and develop effective
performance criteria to be used in assessing the various bids.
- Provide advice on improving the current banking arrangements for areas
such as the number of bank accounts, short-term deposits, electronic
banking and other related issues.
- Provide other advice and support that may be relevant to the issue and
could assist OCCAR in developing the optimum banking arrangement.
- Advise on the sharing of risk (particularly in light of the current
issues raised by the international credit crunch).
Conduct of study
The study will be conducted during August 2008 and members of the finance
division will be available to be interviewed. A face to face interview is
seen as a critical part of the data gathering exercise. A report should be
produced prior to the end of August 2008. As a guide it is anticipated
that the work should take approximately 10 days duration. A consultant
shall undertake the study with specialist banking knowledge of operating
in an international environment. The individual/company providing the
service shall be operating independently of any bank. The independence of
the report is an essential factor.
Deliverable
The deliverable will be in the form of a report covering all the areas
listed above and providing OCCAR with a clear schedule for conducting a
competition recommending how the competition should best be run and
providing clear assessment criteria to measure the resulting bids.

information. OCCAR-EA reserves the right not to pursue this procurement
process further.
